Bireuen Diskominsa Holds Excluded Information Consequence Test.

The Bireuen Regency Government (Pemkab), Aceh Province, through the Communication, Informatics and Cryptography Service (Diskominsa) on Tuesday (24/6/2025), carried out an exempted information consequence test activity in order to carry out the mandate of Article 19 of Law Number 14 of 2008 concerning Public Information Disclosure.

The activity was attended by all implementing Information and Documentation Management Officers (PPIID) at the Regional Work Unit (SKPK), and sub-districts in Bireuen Regency in the Diskominsa Hall.

The Regent of Bireuen represented by the Head of Kominsa, M Zubair, SH, MH in his remarks stated that the exempted information consequence test activity was a manifestation of the Bireuen Regency Government's commitment to serving public information disclosure.

As a public body, Zubair explained, the Bireuen Regency Government through the SKPK is obliged to provide information under its authority so that it can be accessed by information applicants in accordance with the provisions of laws and regulations.

Furthermore, Zubair said, based on Article 2 paragraph (1) of Law Number 14 of 2008 concerning Openness of Public Information, all public information is open and can be accessed by every user of public information.

Furthermore, in paragraph 2 it is reaffirmed that there are a number of public information that are excluded and are strict and limited as referred to in Article 17.

This exception is made not to close information, but to protect greater interests, such as state interests, public interests, or individual privacy rights.

According to Zubair, this consequence test needs to be carried out every year because based on Article 20 of the Law on Openness of Public Information, exceptions to information are caused if certain information is opened it can hinder the law enforcement process, interfere with the interests of protecting intellectual property rights, and protection from unfair business competition.

Furthermore, it can endanger national defense and security, reveal Indonesia's natural resources, and harm national economic resilience. Zubair asked participants to look at Article 17 of the Law on Public Information Disclosure.

He hopes that through this activity, public information disclosure can be maximized and the quality of public services can be improved in the Bireuen Regency Government.

Furthermore, the test of the consequences of the excluded public information can produce the right and wise decisions, in accordance with the principles of public information disclosure and will be stipulated in the Regent's Decree in accordance with Article 10 paragraph (1) letter g of the Information Commission Regulation Number 1 of 2021 concerning Public Information Service Standards.
