Standards for Steem Witnesses and DAO Proposals (@RME POLICY)


To ensure transparency, accountability, and tangible contributions to the Steem ecosystem, the following standards have been established by RME.

1. Requirements for Steem Witnesses

Witnesses are expected to provide foundational support to the network through both technical infrastructure and ecosystem development.

A. Development Contribution

Technical Development:
=> Each witness must build and maintain at least one active application or development project on and for the Steem blockchain.
=> This project must be a unique & technical application or tool, distinct from social or community curation initiatives.

Community Leadership:
Alternatively, a witness who does not operate a notable development project must lead a strong social and community-based initiative. This path requires:

=>A physical presence in their country, demonstrated through verifiable activities like meetups or workshops.
=>Numerous and consistent social media promotions aimed at user acquisition for Steem.
=>A proven track record of managing a large and active community base.

B. Technical Infrastructure

Witnesses must operate and maintain their own reliable RPC nodes to support the network's stability and performance.

C. Monthly Reporting

Witnesses are required to publish one comprehensive report per month. This report must include:

Witness Statistics: Server performance, uptime, missed blocks, and other relevant technical data.
Project Analytics: Key performance indicators (KPIs), user metrics, and progress updates for the development project.
Social Media Summary: An overview of promotional activities and engagement focused on user acquisition.

D. Ecosystem Promotion

Witnesses must actively maintain social media accounts (e.g., X/Twitter, Reddit) to promote the Steem blockchain and their own projects to a wider audience.


2. Guidelines for DAO Proposals

The Steem DAO funds projects that deliver significant value and growth to the ecosystem. Proposals must adhere to the following guidelines to be considered for funding.

A. Mandatory Pre-Proposal Consultation

Before submitting a formal proposal, project owners must first consult with the designated DAO administrators. This initial review is required to:
=>Evaluate the project's valuation and scope.
=>Discuss and suggest an appropriate funding range.
=>Determine the most suitable funding source (i.e., general DAO funding or dao.reserve funding).

B. Project Exclusivity

A project funded by the DAO must be entirely separate from any project used to fulfill a witness's development requirement. The same project cannot be simultaneously used to justify both witness support and DAO funding.

C. Weekly Reporting

Proposal owners are required to publish a detailed progress report every week. This report must contain:
=>Development Update: Milestones achieved, work completed, and upcoming plans.
=>Expense Breakdown: A transparent account of how funds were utilized during the reporting period.
=>Project Analytics: Relevant performance data, user statistics, and KPIs.
=>Social Media Summary: A report on promotional efforts, community engagement, and user acquisition activities.

D. Ecosystem Promotion

Proposal owners must actively maintain social media accounts (e.g., X/Twitter, Reddit) to promote their project's progress and attract new users to the Steem ecosystem.
