By the officers, of course. According to inmate witnesses, they turned off his water supply for SIX DAYS. The suspect, Terrill Thomas, age 38, died of dehydration. He suffered from severe mental illnesses and was arrested after having a mental breakdown. Stories like these make me ashamed of my country.
