It's sad to see Steem users and engagement drop to 2017 level. The platform remains complicated and confusing for new users. Most of them never reach the second level. Also it's no good to see 36 whales accounts have so much power.

Payouts are dropping severely. That is not a good sign. It removes significant incentives for participating in the social network.
